The U.S. Environmental Protection Agency?s (EPA) Office of Atmospheric Programs (OAP), Climate Change Division, Climate Economics Branch (CEB) intends to award a sole source Time and Materials contract to Dale Jorgenson Associates (DJA). The North American Industry Classification System (NAICS) code is 541620. Market research was conducted in an effort to determine if other firms were capable and could respond to EPA?s technical requirements. There was no response to EPA?s FedBizopps sources sought inquiry. The lack of responses to EPA's notice contributed to the determination that currently, there is only one responsible source capable of meeting these unique requirements. EPA requires analytical services in the form of model outputs from a specialized computable general equilibrium model. The model must be capable of estimating economic impacts of emissions mitigation and must be flexible to track emissions and mitigation costs for various greenhouse gas and sequestration options. The model needed must be econometrically estimated from data for the U.S. economy and must be at least as disaggregated as the two digit NAICS data. The work under this award is a continuation and expansion to the current work performed by DJA. There is NO SOLICITATION for this requirement. The contract award will be for a 12 month base year and four, 12 month option periods for a total of 60 months (5 years). Any firm that believes it is capable of meeting these requirements will be considered.
