Description: The United States Environmental Protection Agency's (EPA) Office of Acquisition Management (OAM) will issue a solicitation for technical services for Coal Mine Methane emissions project opportunities that will support U.S. EPA?s Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP) Climate Change Division (CCD) Non CO2 Programs Branch. U.S. EPA?s Coalbed Methane Outreach Program (CMOP) is a voluntary program within the Climate Change Division (CCD). CCD works to assess and address global climate change and the associated risks to human health and the environment. The intended work will require assistance to EPA to prepare analyses and assessments of coal mine methane project opportunities, technologies, and end uses to facilitate EPA development and implementation of projects in the US, other industrialized countries, countries with economies in transition, and developing countries, with particular focus on key Methane to Markets Partnership (M2M) Partner countries (i.e., China, India, Ukraine, Poland). Assessments shall encompass mines both with and without significant experience in methane recovery and use, and shall also consider commercially available as well as new and emerging technologies. Most work performed shall focus on reducing Coal Mine Methane (CMM) emissions including methane emitted from active underground and surface mines, abandoned mines (AMM), and from mine ventilation systems (ventilation air methane VAM). Broad work areas include but, are not limited to: Project Development and Implementation Support; Technology Transfer Support; Outreach Support; Technical and analytical support; Coal Mine Methane Emission Inventories; and Policy and Regulatory Support. The Contractor will provide all related services, direct and indirect, domestic and international to support the mission of CCD with respect to CMM and the Methane to Markets Partnership. The purpose of this notice is to notify potential offerors of EPA?s forthcoming requirement. Note that Offerors with financial and/or business relations with power generating companies, natural gas providers, developers of emerging CMM technologies, and other point source emitters of methane may have an organizational conflict of interest. This may result in elimination of the offeror from further consideration. EPA intends to issue a solicitation for fixed rate, Indefinite Delivery/Indefinite Quantity contract with at least one award to a large business, and with a partial small business set-aside for at least one small business. The North American Industry Code (NAICs) is 541330 Engineering Services for the small business size standard. Each contract award is expected to have a twelve month base period and four, twelve month option periods for a total performance period of up to five years. The issuance date for the solicitation is expected to be released on or about February 28, 2010. All contract awards will be issued from one solicitation. Interested parties will be able to find this notice, the Solicitation, any amendments, and other information related to this procurement on the EPA office of Acquisition Management website, at the following address: http//www.epa.gov/oamhpod1/admin_placement/1011067/index.htm. Interested parties must monitor the internet site for the status of this solicitation and shall download the solicitation and any related documents from the internet site. All information regarding this procurement will be available at this internet site until the date of contract award. Documents will not be mailed to interested parties unless an offeror provides written certification that internet capability is unavailable. The anticipated award date for this procurement is anticipated on or about September 2010. Contract award will be made using best value determination where technical merit is more important than cost. The Government reserves the right to award without discussions.
